"A number of alterations in the Laws will have come into effect on 1st September, 1964. They have been made in the expectation that greater freedom of movement will result, thereby adding to the enjoyment of playing the game. The major alterations are to the SET SCRUMMAGE, TOUCH, OFF-SIDE, PENALTY KICK, KICK AT GOAL AFTER A TRY."
"Today we give you the SET SCRUMMAGE. "The ball is to be put in QUICKLY, the feet of all players in the front row must be so placed as to allow a clear tunnel. NO Foot of ANY front row player may be raised or advanced until the ball has TOUCHED the GROUND; when the ball has touched the ground ANY FOOT of ANY front row player may be used to gain possession of it; if the ball is WILFULLY KICKED OUT of the tunnel in the direction from which it is put in a PENALTY IS INCURRED. It may now emerge through the props' legs (repeated kicking out will be treated as wilful). Subject to that proviso the ball will ONLY be put in again if it enters and comes out at either end of the tunnel." "

"The new rules that are due to operate for the first time in the Home Countries this season, should provide a new brand of football. When there are sweeping changes in the laws a certain amount of suspicion is evident, but generally it is agreed that from these changes more open play will result. To-day will be the first experience for most of us and we hopefully await this afternoon’s game. A few of our players have played under the new rules already and all the others have been drilled in the correct interpretation."
"Mr. Roy Taylor is our new Football Committee Chairman. He has proved an excellent member of the Committee for many years and his energy and drive will stand him in good stead. He conscientiously managed the Extras for many seasons some years ago and of late has done a grand job with the United. His willingness to assist in any aspect of Club activities has marked him as a true "Club" man. We wish him a successful and happy season."
"David Watkins is Club Captain. David has a wealth of experience for one so young. He knows what he wants and will strive to make his year at the helm a spectacular one. It was a great pleasure to know that he had nominated his partner Bob Prosser to be his vice-captain. It really is an exciting thought thinking of these two adventurous footballers setting the tempo. "Penarth once again open our home programme. They enjoyed a successful season last year, and whatever the outcome of today’s game we wish them all the very best for the campaign ahead. They are building a fast young side around the nucleus of last year's players, and as usual will provide a stern test for the Newport XV."
"In the corresponding game last year we scored 23 points without reply, but at the close of the season at Penarth we had to fight hard for the double, and we were winners by a much narrower margin of 10 points to 3."
"All last year's Newport players are available, with the exception of Brian Jones who has gone to Tredegar and Allan Thomas who is recovering from an appendicitis operation. The trial match last Tuesday evening proved that there will be competition for all places and the talent on view most heartening. Only one new player is in the line-up this afternoon, Clive Boulter, openside wing forward from Pontllanfraith. The last three seasons he has played for the formidable St. Luke’s College, Exeter, team."
