In 1964 at Cardiff there was a major shock in store for the sevens experts Newport. David Watkins, Brian Price and Stuart Watkins were unavailable due to the Welsh tour to South Africa. Newport for the first time went out in the first round albeit to the eventual winners of the tournament Neath. They lost 0-6 to Neath who went on to beat Cardiff in the final 10-5 but only after narrow wins against Pontypridd 11-8 and Cross Keys 8-6.
